    Benarkah Sekjen PBB Hammarskjold tewas karena sengketa Papua?

    Jakarta, Jubi – Indonesianis asal Australia Greg Poulgrain, mengungkapkan,  Sekretaris Jenderal PBB kedua, Dag Hammarskjold tewas karena gigih  menyelesaikan sengketa kedaulatan Papua antara Belanda dan Indonesia.

    Bagaimana sampai Greg sampai pada keyakinan itu, mengingat kematian Hammarskjold masih dibalut misteri selama setengah abad?

    Greg yang menulis buku berjudul The Incubus of Intervention Conflicting Indonesia Strategies of John F.Kennedy and Allen Dulles menjelaskan, sejak terpilih sebagai Sekretaris Jenderal PBB, Hammarskjold memberikan perhatian khusus, kepada negara-negara dunia keempat yang dihuni masyarakat adat tanpa memiliki struktur pemerintah dan birokrasi.

    Namun ia ingin membantu kemerdekaan mereka dari penjajah saat itu.

    “Dia sudah melakukannya untuk 2 negara di Afrika. Dan ia mau melakukannya di Papua. Dia ingin sekali menyelesaikan masalah sengketa kedaulatan di Papua daripada di Kongo,” kata Greg kepada Tempo setelah selesai menghadiri diskusi tentang bukunya di LIPI, Jakarta, Selasa, 5 September 2017.

    Dalam bukunya yang dihasilkan dari  riset ilmiah selama 30 tahun, Greg menuturkan saat itu Belanda dan Indonesia masih saling mengklaim tentang Papua.

    Hingga kemudian PBB memutuskan Papua di bawah otoritas PBB atau UNTEA hingga pemungutan suara atau Pepera digelar tahun 1969.

    Sayang, Hammarskjold tidak diberi kesempatan  menyaksikan akhir dari penyelesaian sengketa kedaulatan Papua. Ia tewas bersama pesawat yang mengalami kecelakaan di dekat Ndola, Rodhesia Utara__ Zambia setelah merdeka__ tanggal 18 September 1961 pada tengah malam.

    Bagaimana sampai pesawat yang ditumpangi Hammarskjold kecelakaan, siapa pelakunya, dan apa motifnya, masih simpang siur.

    Namun Greg yakin Hamamrskjold tewas dipicu keterlibatannya untuk menyelesaikan sengketa Papua. Informasi itu dia dapat dari sejumlah dokumen dan wawancara dengan diplomat Australia, George Ivan Smith, orang kepercayaan Hammarskjold pada tahun 1992.

    “Dia udah punya rencana untuk Papua dan sudah diserahkan ke Keneddy, presiden Amerika Serikat John F. Kennedy, dan Allen Dulles, Direktur CIA,” kata Greg.

    JFK sendiri, menurut Greg, memberikan perhatian kepada Papua disamping isu lainnya. Ia bahkan sudah membahas isu-isu dekolonialisasi dengan Hammarskjold sekitar dua bulan sebelum ia resmi dilantik sebagai presiden Amerika ke 35.

    Hammarskjold pun telah merancang sebuah program ekonomi untuk membantu rakyat Papua.

    Lalu siapa yang membunuh Hammarskjold, Sekjen PBB yang sangat terkenal itu? Greg menduga kuat Allen Dulles, Direktur CIA ada di balik pembunuhan Hammarskjold.

    Sebab, saat itu Dulles sudah melirik Papua untuk kepentingan bisnis pertambangan setelah temuan geolog Belanda, Jean Jaques Dozy tentang Ertsberg dan Grasberg di Papua tahun 1936.

    Selain itu, ada bukti yang menunjukkan Allen Dulles mengendalikan kelompok intelijen di Kongo untuk membunuh Hammarskjold. Mereka dipasok data rinci tentang pesawat PBB yang akan mendarat, jenis pesawatnya, dan ketinggian pesawat yang ditumpangi Hammarskjold.

    Menariknya, kata Greg, mantan presiden Amerika Serikat, Harry S. Truman di hari tewasnya Hammarskjold menegaskan dalam wawancaranya dengan New York Times: Hammarskjold tewas dibunuh.

    “Simak yang saya katakan, mereka membunuhnya,” kata Greg mengutip ucapan Truman.

    Greg berharap tim panel pakar PBB yang menginvestigasi kasus kematian Dag Hammarskjold, akan memberikan kesimpulan yang menjawab tidak hanya pelaku dan caranya, tapi motifnya. Membuka tabir misteri kematian diplomat antikolonialisme ini  setengah abad lalu.

    Tim pakar PBB yang diketuai Mohamed Chande Othman, mantan Ketua Mahkamah Agung Tanzania, akan menyerahkan hasil akhir penyelidikan kematian Dag Hammarskjold ke Sekjen PBB sebelum sidang Majelis Umum PBB ke 71 Oktober mendatang.

    Sebagaimana dikutip dari The Guardian, sebelumnya  ada kesimpulan bahwa kecelakaan pesawat yang menewaskan  Hammarskjöld, disebabkan kesalahan pilot.

    Namun kemudian terungkap bukti baru, bahwa pesawat Albertina yang ditumpangi Dag Hammarskjold bersama 15 awak lainnya, terjatuh setelah diberondong peluru.

    Sejumlah saksi mata juga melaporkan, mereka melihat sedikitnya delapan pria kulit putih bersenjata, ada di sekitar lokasi jatuhnya pesawat itu. (*)

    The United Liberation Movement for West Papua says it’s not interested in one-on-one dialogue with Indonesia’s government.

    Various Papuan civil society, church and customary leaders met with Indonesia’s president Joko Widodo last month about establishing dialogue over problems in Papua.

    The Jakarta meeting agreed on the Catholic priest, Neles Tebay taking on a mediator role.

    However so far the Liberation Movement has not been included in the dialogue process.

    Its secretary-general Octo Mote said Jakarta’s offer of dialogue appeared to be timed for good publicity ahead of meetings of the Pacific Islands Forum leaders and the UN General Assembly.

    “It’s too late. The world knows that we tried for the negotiations with Indonesia for years. We are only interested when internationally-mediated negotiation (happens), not dialogue. Internationally-mediated negotiation.”

    Terms of reference for the dialogue have not been confirmed yet, but those at last month’s meeting indicated President Widodo wanted to advance talks about economic and social development in Papua.

    Jakarta overture to Papua questioned

    Although the Papuans at the Jakarta meeting had been pressing for dialogue on issues of human rights abuses in Papua among other problems, the term “sectoral” has been used to describe the matters up for discussion.

    According to Mr Mote, it is unclear what the Indonesian goal of dialogue about “sectoral” matters refers to.

    He said the Liberation Movement’s mandate as a representative body for West Papuans was to campaign for independence, and that this would not change.

    “We don’t pay attention to any dialogue (between Jakarta and Papuans). Our focus is getting the members of the countries at the UN to put West Papua back on the UN agenda,” Mr Mote explained.

    “So if Indonesian government wants to do dialogue about development issues, just go ahead. They can do it.”

    The Liberation Movement is recognised by the Melanesian Spearhead Group which is an international collective whose full members are Papua New Guinea, Solomon Islands, Fiji and Vanuatu and New Caledonia’s FLNKS Kanaks movement.

    Mr Mote said that in accepting the Liberation Movement and granting it observer status, the MSG had taken up a role as a vehicle for the West Papua self-determination and human rights issues to be addressed at the international level.

    “So they created a forum where this kind of communication can be taking place,” he said.

    However, according to Mr Mote, Indonesia has rebuffed efforts by the MSG chairman Manasseh Sogavare of Solomon Islands to confront the Papuans’ core grievances.

    “That means Indonesia closed this kind of communication,” said the Liberation Movement secretary-general who is currently in Samoa to attend the Pacific Islands Forum annual summit.

    The government of Indonesia, which has associate member status in the MSG, said it was working hard to improve living conditions in Papua region through economic development.

    Indonesia said the incorporation of Papua into the republic was final, and its security forces take a firm line in disallowing expressions of Papuan independence aspirations.

    Tanggal 1 September 2017 diadakan peluncuran “International Academics for West Papua” di Sydney, Australia. Isinya adalah para akademik yang peduli dengan apa yang terjadi di West Papua. Perkumpulan ini dipatroni oleh Noam Chomsky. Turut hadir kaka Rex Rumakiek, kaka Jacob Rumbiak, dan kaka Paula Makabory dari ULMWP.

    Selama ini saya hanya bergelut dengan isu kontemporer West Papua, jadi pengetahuan sejarah hasil riset dari para akademik kelas dunia kemarin sangat makin membuka mata. Yang menurut saya cukup menarik dan penting untuk orang West Papua ketahui, di antaranya adalah:
    – orang West Papua yang merupakan ras Melanesia semakin bangga akan negritude (politik identitas kulit hitam) dan indigenitude (politik identitas masyarakat adat).
    – Dunia terutama negara Barat dan Afrika tahu betul masa-masa 1960an khususnya manipulasi Act of Free Choice tahun 1969, dan sepanjang proses itu negara-negara Afrika mendukung penuh kemerdekaan West Papua. Presiden Senegal ketika itu, Leopold Senghor, menawarkan imunitas untuk kampanye kemerdekaan di seluruh kontinen Afrika.
    – Tahun 1976 Afrika “menendang” West Papua keluar, yang padahal West Papua sudah punya kantor sendiri di Senegal, akibat dari perpecahan di tubuh pimpinan West Papua. Ketika itu Senegal bilang “Silahkan datang lagi ke kami apabila kamu sudah dapat dukungan di wilayahmu sendiri (dalam hal ini Pasifik).”
    – Tahun 1980an, paska perpecahan di tubuh pimpinan West Papua yang hingga diusir dari Afrika, tidak ada gerakan kemerdekaan yang kencang hingga mendunia lagi.
    – Ternyata West Papua pernah datang melobi ke IRA (TPN versi Irlandia di Inggris sana), kemudian komandan IRA menolak sambil bilang “kamu cari dukungan ke negara kulit hitam saja karena pasti dukungan mereka akan tidak bersyarat.”

    Saya jadi ingat, dulu saya yang nasionalis buta ini pertama kali dibuka matanya soal West Papua ketika baca jurnal-jurnal akademik internasional, yaitu bacaan yang tidak bisa dibendung dan dimanipulasi oleh pemerintah. Terbukti lagi, penjajahan di West Papua tidak hanya melawan nalar hukum dan ideologi, namun juga bertentangan dengan nalar akademik.

    Selamat Bertemu Kembali Papua, saya diminta oleh beberapa individu lewat Medsos untuk memberikan suatu pencerahan atas keadaan yg meresahkan hati masyarakat sehubungan dengan krisis yg sedang berlangsung dalam tubuh ULMWP.

    Keadaan ini adalah sesuatu hal yg natural dalam setiap organisasi, sama seperti dalam rumah tangga ada “ups and downs” atau ALAM juga ada “air pasang dan surut”.

    Yg terpenting disini adalah “JIWA NASIONALSME” kita selaku Pemimpin Perjuangan sekaligus Pemimpin Bangsa Papua wajib berkomitmen penuh untuk menciptakan sesuatu keadaan yg harmonies atau sehat dalam MANAGEMENT wadah perjuangan tersbt, demi tercapainya tujuan akhir, yaitu MERDEKA DAN BERDAULAT PENUH DAMAI DAN SEJAHTERA BEBAS DARI SEGALA BENTUK PENINDASAN BANGSA ASING. Dan jiwa ini telah dimiliki oleh setiap anggota Executive ULMWP, mulai dari EXECUTIVE COUNCIL atau Dewan Komite, EXECUTIVE COMMITTEE maupun TEAM KERJA EXECUTIVE. Masalahnya disini adalah kadang2 kita selaku manusia “LUPA DIRI” bahwa Kia ini Pemimpin jadi harus mengatur langkah kedepan dengan segala perhitungan yg bertanggung jawab penuh tanpa egoismo pribadi. Kita perlu mengoreksi diri kita sendiri karena harapan bangsa berada dipundak kita, dan saya yakin bahwa kita juga yakin sepenuhnya bahwa Hal ini yg diharapkan oleh MUSUH agar mereka bisa menggunakan kesempatan ini.

  • Victor Yeimo: Pacific Islands Forum (PIF) Mulai Hari ini di Apia, Samoa

    Hari ini pertemuan Pacific Islands Forum (PIF) ke-48 dimulai di Apia, Samoa. West Papua tidak luput dari mata agenda pembahasan Forum. Para pemimpin ULMWP akan hadir bersama delegasi Solomon Islands. Bersama dengan puluhan organisasi masyarakat sipil dan gereja telah mendesak para pemimpin negara-negara pasifik bawa West Papua ke PBB. Fokus ULMWP jelas, memastikan negara-negara Kepulauan Pasifik satu suara untuk memimpin resolusi di UNGA untuk mendorong sebuah referendum dalam pengawasan internasional di West Papua.

    Di West Papua, kita solidkan barisan persatuan, memperkuat sumber daya perlawanan melawan kolonialisme Indonesia. Karena kita tetap yakin perjuangan ini harus berpusat dari dalam negeri revolusi, West Papua. Pastikan rakyat Papua tidak buang energi pada strategi perpecahan dan adu domba dari pihak mana pun. Bangun solidaritas tanpa akar faksional. Yakinkan pada rakyat pejuang di seluruh dunia bahwa nasionalisme bangsa Papua adalah satu kesadaran terhadap realitas penindasan dan satu cita-cita pembebasan bangsa.

    Untukmu kawan sejalur, warnah darah kita merah, bintang yang kita perjuangkan hanya satu. Profesi kita hanya satu: Lawan! Karenanya, mari satukan barisan perlawanan rakyat! Sebab, pada leluhur tulang putih, pada ratapan doa, dan harapan anak cucu esok hari, telah kita berjanji: lebih baik mati dalam perlawanan, dari pada pasrah dan punah. Kita adalah generasi penentu dari nasib bangsa Papua. Kemarin adalah sejarah. Besok sebuah misteri. Hari ini penentu.

  • Seruan Umum: Satukan Barisan, Pusatkan Semua Kampanye di Pasifik, Tinggalakn Gerakan Tambahan di Eropa dan Amerika

    Redaksi PMNews menerima satu surat dengan judul “Seruan Umum: Satukan Barisan, Pusatkan Semua Kampanye di Pasifik, Tinggalakn Gerakan Tambahan di Eropa dan Amerika” dari Sekretaris-Jenderal Tentara Revolusi West Papua (TRWP), Lt. Gen. Amunggut Tabi.

    Lt. Gen. Tabi menyampaikan seruan Gen. TRWP Mathias Wenda bahwa perjuangan Papua Merdeka saat ini telah memasuki era tidak menentu, dan ditakutkan akan berakhir dengan kegagalan. Persoalan utama kekhawatiran ini mengemuka karena para pemimpin di dalam United Liberation Movement for West Papua (ULMWP) gagal mengalahkan egoisme pribadi demi kepentingan bersama Papua Merdeka.

    Banyak pejuang Papua Merdeka baik yang sudah menjadi pahlawan maupun yang masih berjuang, telah dengan rela mengorbankan ego dan kepentingan pribadi, dan bersedia untuk mengorbankan nyawa demi kemerdekaan West Papua, akan tetapi sudah nyata selama sekian tahun bahwa orang West Papua yang berada di luar negeri, mengatas-namakan perjuangan Papua Merdeka, menyebut diri pejuang murni, menyebut diri pemilik perjuangan Papua Merdeka, telah menunjukkan kepada sekalian bangsa Papua, mereka telah gagal.

    Kegagalan mereka yang pertama ialah mereka gagal membunuh ego pribadi mereka demi kepentingan bersama. Mana berpura-pura sanggup mereka mengalahkan NKRI, padahal mereka sendiri gagal mengalahkan ego pribadi adalah sebuah pembohongan publik, sikap tidak patriotik, tidak negarawan dan kekanak-kanakan.

    Yang kedua, tidak hanya gagal mengalahkan ego pribadi masing-masing, tetapi selanjutnya mengacaukan perjuangan Papua Merdeka dengan secara terpisah, sendiri-sendiri menjalankan kegiatan kampanye atas nama Papua Merdeka secara sembarangan menunjukkan betapa jeleknya kinerja ULMWP sejauh ini dan merugikan bagi bangsa Papua. Mereka tidak serius menanggapi pembunuhan-pembunuhan yang terjadi di Tanah Papua, tetapi sibuk dengan agenda-agenda titipan orang Barat, LSM asing, kepentingan non-Papua, dengan menghadirkan banyak isu yang aneh-aneh.

    Menanggapi situasi tidak menyenangkan ini, maka dari Markas Pusat Pertahanan (MPP) TRWP, diserukan kepada para pemimpin dan pengurus ULMWP agar segera:

    1. mendirikan dan mengumumkan kepada dunia Kantor ULMWP di Honiara atau Suva atau Port Vila atau Port Moresby;
    2. Sekretaris-Jenderal dan Jurubicara ULMWP agar segera pindah ke dan tinggal di Kantor Pusat ULMWP, bukan di Amerika Serikat, bukan di Inggris;
    3. semua pernyataan yang keluar, kegiatan yang dilakukan dipusatkan di Kantor Pusat ULMWP, dan menghapus dan menghentikan semua kampanye-kampanye di luar dari wadah ULMWP;
    4. menghormati negara Repbulik Vanuatu dan Solomon Islands yang telah mengangkat diplomat secara khusus untuk menyuarakan dan memperjuangkan kepentingan bangsa Papua di forum regional dan internasional, agar ULWMP tidak berhubungan langsung dengan lembaga atau negara-negara di dunia, tetapi selalu menggunakan para diplomat resmi yang sudah ada;
    5. menyusun dan mengumumkan apa itu ULMWP, apa aturan main ULMWP, masa jabatan pengurus ULMWP, dan sebagainya. Hentikan menjadikan ULMWP sebagai sebuah LSM, hormati lembaga ini dan perlakukan dia sebagai sebuah embrio pemerintahan Negara Republik West Papua.

    Kalau tidak, TRWP sebagai organisasi perjuangan gerilya di Rimba New Guinea yang telah berjuang sejak dulu untuk kemerdekaan West Papua, jah sebelum kehadiran ULMWP, akan menarik dukungan dari ULMWP dan selanjutnya akan mengatur langkah-langkah sendiri menurut hitungan sendiri, demi mempercepat kemerdekaan West Papua.

    Indonesian paramilitary police have shot and killed one person and wounded a number of others at a protest in a West Papuan village, according to human rights groups and local witnesses.

    A 28-year-old man was reportedly killed during the incident in Deiya regency on Tuesday afternoon, and up to seven wounded, including at least two children.

    The regency’s parliament has reportedly called for the arrest of the officers involved, and for the withdrawal of the police mobile brigade, known as Brimob.

    The incident began after workers at a nearby construction site refused to assist locals in taking a man to hospital, after he was pulled from the river.

    After a five hour delay in sourcing another vehicle the man died on his way to hospital, according to local sources. Angry relatives and friends protested against the construction company, allegedly attacking a worker’s camp – believed to be primarily from Sulawesi – and destroying some buildings.

    Authorities were called to the protest, and Associated Press reported police alleged protesters kidnapped a worker, which protesters denied.

    “The joint forces of police, mobile brigade police and army officers came. Did not ask questions but shot several youths,” Father Santon Petege told West Papuan information site, Tabloid Jubi.

    “There were no warning shots at all,” witness, Elias Pakagesaid. “Officers immediately fired on the unarmed villagers.”

    A human rights lawyer investigating the case, who requested to remain anonymous, also said there was no verbal warning from authorities, and she labeled the incident an extrajudicial killing.

    “When they arrive they just shoot. They used guns and violence and shoot directly,” she said.

    Unconfirmed reports said 17 people were shot by the police mobile brigade, including the deceased man and a number of children.

    Pictures purported to be of the victims and seen by Guardian Australia show deep bullet wounds.

    According to local media, police denied they shot directly at the protesters, but rather at the ground and hit four people after warning shots failed to calm the situation.

    The head of public relations for Papua police, Kombes A.M. Kamal denied anyone died other than a person who was critically ill, and alleged protesters had attacked an employee.

    A separate report quoted the spokesman as saying the police only fired rubber bullets.

    The lawyer said the police spokesman’s claims were not true, that the hospital doctor had recognised the injuries as bullet wounds, and that one young man died of his injuries, not an illness.

    A police report cited by AP said a 28-year-old man died instantly after being shot multiple times.

    Dr Eben Kirksey, a senior lecturer at UNSW, said there was often a “disinformation campaign” by authorities following incidents in West Papua.

    Kirksey said history had shown investigations rarely translated into prosecutions, and prosecutions often saw light sentences.

    “If we look at the history, of when there is evidence of security force misconduct I don’t have much hope.”

    The Asian Human Rights Commission called for a full transparent investigation by human rights groups, and for the officers to be held accountable.

    There are frequent reports of violence and mass arrests by authorities against West Papuans, the indigenous people of an Indonesia-controlled region on the western half of an island shared with Papua New Guinea, and which has battled for independence for decades.

    But information is difficult to verify, largely because of the restrictions on foreign media.

    In 2015 Indonesian president Joko Widodo announced the lifting of the media ban for the province, but in reality, government clearing houses vet media visits and maintain restrictions. Two French journalists were deported earlier this year for reporting without the required visa.

    The Jakarta Post on Wednesday called for the government to open up the province to the world’s media, noting the significant gains made by a “relentless” independence campaign.

    It argued Jokowi should stop hiding his government’s purported improvements and developments in the region.

    “At almost every turn, we are being outmaneuvered by campaigners who want to see Papua separate from Indonesia. And yet the Indonesian government has done very little to counter it,” it said.

    “By maintaining this restriction, the government is operating like a paranoid regime, afraid the outside world may find the skeletons it hides in its closet. If the government has done much to improve the lives of Papuans, why not show it to the world?”

    “Independence is truly the right of all nations and thus colonialism in the world must be abolished since it contravenes the sense of humanity and justice”

    Thus says the Preamble of the Indonesian Constitution of 1945. In reality, however, West Papua shows the opposite. The West Papuan people have experienced colonialisation of the Unitary State of the Republic of Indonesia.

    Although the Indonesian people were subjects to the Dutch colonialisation, the Japanese fascism and the white supremacy, the memory of the past oppression is not able to turn the government of Indonesia to be more humane. Manipulation of history, discrimination, torture, imprisonment, and extermination – all have been done systematically for more than fifty years.

    What is happening in Papua?

    The majority of Indonesians believe that West Papua is Indonesia. It is not true! West Papua is not Indonesia. There is no happiness for the West Papuans as long as they become part of Indonesia. It is not possible for the West Papuans to live normally if manipulation and deceit of history persist, racial discrimination has been entrenched in every aspect of lives, genocide continues in a systematic way, and extortion of natural wealth destroys the livelihood and the culture of West Papuans.

    1. Manipulation and deceit of history

    On 27 December 1949 when the Netherlands transferred the sovereignty to Indonesia, West Papua was a non-governing territory as the United Nations and the Netherlands, which was then the colonial administrator, recognised.

    The West Papuans declared its independence on 1 December 1961. It was then the West Papuans established its national parliament of New Guinea. The Government of Soekarno, however, did not recognise the declaration and claimed it as a puppet nation by the Dutch hands. Therefore, Soekarno launched its annexation over West Papua through Trikora (three peoples’ commands) program.

    In 1963, when Indonesia took over the administration of West Papua, the territory remained under the status of a non-self-governing colony, which was entitled to exercise their right to self-determination under international law. Under the 1962 New York Agreement, Indonesia recognised this situation and thus confirmed the fact that Indonesia had no legal right over Papua. Indonesia’s presence in West Papua was a colonial administration that could continue only if the West Papuans had opted for integration in accordance with international standards.

    The only exercise of the right to self-determination for West Papuans thorough PEPERA in1969 was invalid. It was invalid because only 1022 individuals (4 individuals did not take part) were involved in the plebiscite, which was less than 0.2% of the Papuan population. Moreover, they had been put under pressure in order to express their consent to integrate with Indonesia.

    Since the annexation was invalid, West Papua never became legitimate part of Indonesia. It remains a non-self-governing territory under a colonial administration of Indonesia.

    2. Racial discrimination

    The West Papuan people have experienced racial discrimination inside and outside Papua such as the Papuan students in Manado and recently in the Papuan students’ dormitory in Kamasan, Yogyakarta. They also experience racial discrimination in workplace, government and business sectors.
    The racist attitude towards the West Papuans was already expressed by Ali Moertopo in 1966 long before the PEPERA. “Indonesia doesn’t need Papuans. Indonesia only needs the land and natural resources of Papua. If Papuans want to be independent, go ahead to find a new island somewhere in the Pacific or ask the Americans to give them a space in the moon for them to live.”

    When a senior Indonesian official makes a racist statement, such a statement will be implemented by its lower level officials. This is what happened to Obby Kogoya, a Papuan student who was studying in Yogyakarta, when the Indonesian police stomped him on his head while calling him ‘ape’.

    3. Slow motion genocide

    For more than 53 years, more than 500,000 Papuans have been executed. It started during the Trikora and continues with eradication of the Fery Awom’s movement in 1967.
    In the highlands of Agimuga, the Indonesian army shot at the Papuans randomly and dropped bombs in 1977 since the people raised the Morning Star flag. The location was then blocked and isolated from any contacts with outsider that caused starvation to the people. Thousands of people died of starvation.

    Similarly, extrajudicial killings continued in Enarotali, Obano, Moanemani, Wamena, Waropko and Mindiptana that caused some 10,000 refugees crossed the border to Papua New Guinea between 1977-1978 until early the 1980s.

    Artist and activist Arnold C. Ap who promoted the Papuan culture was arrested in 1984 by Kopasandha. His body was found in the bush nearby Jayapura.

    Papua was declared under martial law in 1978 that lasted until 5 October 1998. The status caused systematic killings and forced migration of West Papuans to Papua New Guinea.

    Following the 2nd Papua Congress in 2000, the killing of Papuan leaders by the Indonesian state apparatus continued. Theys Eluay, for instance, was kidnapped and his body was thrown in the bush nearby Jayapura. Kelly Kwalik was assassinated in Timika even though he was unarmed. Petrus Ayamiseba was killed in Timika during the strike of Freeport workers in 2011. Mako Tabuni, the leader of KNPB, was shot dead by the Indonesian police after being framed to leave the KNPB secretariat. Robert Jitmau who criticised Jokowi for not meeting his promise in building a market for the Papuan women in Jayapura was run over by car until he died. The killing is being disguised in hit and run accidents and suicides.

    The result of slow-motion genocide is reduction of the population of the indigenous Papuans to 48,7% of the total West Papuan population.

    4. Arbitrary arrests, torture and imprisonment

    During the period of 2016, more than 4,000 Papuans were arbitrarily arrested. In 1998, Dr Thomas Wanggai, the founder of the Papua Independence of the 14 Stars died in the Cipinang prison. Dozens of Papuan political prisoners were jailed in dire conditions. Filep Karma, who was jailed for more than a dozen years, testified, “I was hit, tortured and stripped naked”.

    The Indonesian state authorities also commit torture and rape against the Papuans. Before a victim was killed, like Yawan Wayeni, his stomach was slit so that intestines were burst out. The leader of KNPB Sorong was killed and his body was wrapped into a gunny sack and thrown to the sea. A number of academic research have revealed that more than 431 cases of torture were committed by members of the Indonesian military and police.

    5. Extortion of natural wealth

    From the economy point of view, the extortion of natural wealth of Papua is enormous. For instance the forest of Wasior has been exploited illegally by the military and a number of logging companies so that the customary land of the locals has been confiscated. The complaint of the locals were met with shootings by the police that killed six people. The Wasior tragedy occurred during April-October 2001.

    It also covers Freeport Indonesia whose the largest shares are under the possession of the US based Freeport McMoran since the 1960s. The gold and copper mine has contributed through their tax payment between USD 700-800 millions per year and even USD 1 billion. Let alone various ethnic groups of Papua who lost their land due to the MIFEE projects, such as Mahuze clan in Merauke.

    West Papua is a nation

    In the course of history of 1961, 1963, 1969 and post PEPERA’s oppression, we have to acknowledge: first, the presence of Indonesia in Papua is illegal; second, colonisation has been going in the last fifty years; third, West Papua is a nation.

    A nation is constituted by a stable community which shares common languages, territory, livelihood, psychological change and is manifested in a common culture.

    Deceit and manipulation of history, discrimination, imprisonment, extermination and genocide as well as lip service of the Special Autonomy will not deter the struggle and commitment to independence of the West Papuans. On the contrary, the West Papuans are united and their political strength are represented in the United Liberation Movement for West Papua (ULMWP).

    The experience of oppression and struggle that has been manifested in the form of ULMWP demonstrate that West Papua is a nation.

    It is hypocrisy if we or the Government of Indonesia are committed to support the liberation of Palestine but remain silent to the ongoing colonisation inside the territory of Indonesia. Therefore, there is no other reason to argue that West Papua is part of Indonesia both international law and political argument.

    Why is important to be in solidarity with West Papua?

    First, the world will become a better and more beautiful place if every nation does not live under colonisation and could cooperate in democratic, fair and equal ways.

    Second, what we see in West Papua is a systematic and inhumane oppression. When we talk about humanity but let colonisation continue in Papua, we are actually promoting inhumanity.

    Third, our solidarity with the West Papuans to determine their own fate is part of democratization of the Indonesian people who struggle for the consciousness of civilized humanity of the people and nation of Indonesia.

    Fourth, our solidarity with the West Papuans to determine their own fate is part of the fight against imperialism and international corporations that support colonisation of Indonesia over West Papua.

    Fifth, our solidarity is part of the fight against racism towards anyone, including the West Papua nation.

    Sixth, there is no other way to end the practice of colonisation and militarism in West Papua than supporting the right to self-determination.
    Seventh, there is no other way to end slow motion genocide in West Papua than supporting the right to self-determination.

    What should be promoted?

    Taking into account of the reality of West Papua, we believe that the ways to liberate West Papua are as follows:

    1. To support the West Papua nation to exercise their right to self-determination through a referendum. The participation to referendum will be decided by the West Papuans through their political representatives, ULMWP.2. To support the membership of ULMWP in the Melanesian Spearhead Group, Pacific Island Forum and struggle for a membership status to the United Nations.

    3. As an inseparable condition, to withdraw organic and non-organic military from West Papua so that referendum can be held in a peaceful, fair and free from repression.

    4. Freedom of information, expression, association and opinions of the West Papuans have to be guaranteed.

    5. We oppose any imperialist intervention during the democratic struggle of West Papua.

    6. We call on the international community to build solidarity with the struggle for the right to self-determination of West Papua.

    7. We encourage the Indonesian people who live in West Papua to support the struggle of West Papuans in exercising their right to self-determination.

    8. We oppose the racial politics endorsed by the Indonesian state and the Indonesian military and police in a systematic way against the West Papuans.

    9. Free education, expansion of schools and universities, free health services, and cheap and mass transportation have to be provided for the West Papuans.

    Finally, let us, the people of Indonesia, West Papua and the world, united to end the manipulation of history and suffering in West Papua.

    Long live West Papua nations!

  • Lt. Gen. WPRA Amunggut Tabi: Congratulations Hon. Powes Parkop MP for Re-Election

    From the Central Defense Headquarters of the West Papua Revolutionary Army (WPRA) Lieutenant General Amunggut Tabi hereby would like to congratulate Hon. Powes Parkop MP for being re-elected as a Member of Parliament for a third term.

    The relationships and cooperation between the Papuans in the western part of our New Guinea Island with Mr. Parkop started almost 30 years ago, when Mr. Parkop was a student In 2004, when Mr Parkop was a lawyer, I myself with my guard came to you, Mr Parkop, and encouraged you to become a politician. This was not a trick, it was an order from our supreme commander Mathias Wenda. He was the one who told us to come and tell you Mr. Parkop, to get involved in PNG Politics.

    Through myself, he extended his gratitude for releasing him from PNG prisons. Many times my commander Gen. Wenda was arrested, and you helped his release many times. Gen. Wenda did not have anything to thank you. He just had an order, to let you know to campaign for a parliamentarian seat. He ordered me, “Do not come back here until he is elected as an MP. That is an order!”.

    Well, I have carried our his many orders. But this time, I was not sure. I am not a politician, first of all, and secondly, I am now familiar with yourself, Mr. Parkop. I did not know how rationally how I will carry out the order. But I knew many miracles had happened to me, in carrying out his orders. I said to my ancestors and all the heroes who died already for the cause,

    This is an order for us. Let us go together, Do not stay around here. You are spiritual beings, you are supposed to be powerful, omni-present, and you all must help me.

    when I came to see you, I was on the way back from our fellow Melanesian brothers ni-Vanuatu, in the Republic of Vanuatu.

    I was not sleeping well day and night. First of all, to make sure you will decide to campaign for an MP in PNG. It was at the right time, right person was ready. The Late Bill Skate passed away as the NCD Governor, and the city was about to hold a bi-election for the vacancy. In spiritual language, this is called, “co-incidence”, but modern people do not believe in it. We believe in it, we life in it, we breathe in it. I am true believer of a “co-incidence” and writing this letter is also another co-incidence.

    Yes, I had in my hand some Euros cash, that Gen. Wenda himself gave me personally, and told me, “Do not count it, just deliver it to him!” Yes, I did just what he said. You remember, I handed that over to you one evening after you finished giving a talk, one of the preliminary campaign activities during your first time involvement in politics.

    I stayed there with you, until I was assured and witnessed your own inauguration as the Governor of NCD (National Capital District) of our country Papua New Guinea. We also brought some elders all the way from West Papua. They told you,

    “We bring out votes from West Papua. All those dead ones, and all Papuans in West Papua’s votes are with us, in this bilum that we hand over to you.” then they gave you the Wamena Bilum.

    Those elders are still alive, and they always talk about you.

    I knew at the early stages during our short conversations, when you looked at me when I mentioned about the order. I knew that you did not want to believe this is a real order. But now three terms already you have been a politician, and I now hope you believe it, as it is real, not a plan, not a suggestion anymore.

    Since then, I never seen you. Now is already over 10 years. I have never met you as a Governor, but I did meet you four times when you were a lawyer, preparing yourself to become a politician.

    I know, as a politician, you are different from Lawyer Powes Parkop that I knew then, and that I can explain to myself here. But one thing that still the same is this, “Our struggle to free West Papua and Melanesia from colonialism and colonial influences.” Yes hat is right, because it is our right to do.

    On behalf of our ancestors, our heroes who died already in the jungles and in the villages, those who are still alive today all the way from Sorong to Samarai, on behalf of our future generations, and in the name of God the Creator and Ruler of Melanesia,

    “Contratulations!”

    Gen. WPRA Mathias Wenda, Selamat Terpilih Kembali menjadi Perdana Menteri Papua Timur

    General WPRA Mathias Wenda dari Markas Pusat Pertahanan (MPP) West Papua Revolutionary Army (WPRA)  menyampaikan Surat Selamat atas kemenangan menjadi Perdana Menteri terpilih Hon. Peter O’Neill MP pada tanggal 3 Agustus 2017 dan disumpah sebagai PM Papua New Guinea pada tanggal yang sama.

    Dalam surat dimaksud disebutkan kepercayaan rakyat Papua di bagian timur pulau New Guinea menunjukkan ada restu langsung dari Sang Klalik Langit dan Bumi pulau kita, karena apa yang telah dimulai yang terhormat Perdana Menteri Papua New Guinea selama lima tahun lampau telah membawa banyak manfaat bagi bangsa Papua di pulau New Guinea di bagian Timur dan Barat pulau ini.

    Sebagai orang tua, dan sebagai pemimpin revolusi bangsa Papua di bagian barat Pulau New Guinea, Gen. Wenda menyebutkan sejumlah hal yang telah dilakukan oleh Peter O’Neill selama ini, yaitu pertama-tama dan terutama, mengakui secara terbuka di depan para kum ibu dari gereja-gereja di Papua New Guinea pada saat mereka melakukan demonstrasi di hadapapan yang terhormat PM Papua New Guinea, bahwa “ya benar ada masalah pelanggaran HAM di West Papua, dan hal itu perlu di-address“.

    Pengakuan tentang “ada masalah di West Papua, masalah Hak Asasi Manusia di Tanah Papua, pengakuan seorang pemimpin politik, pemimpin negara di pulau New Guinea atas masalah yang telah lama, selama para perdana menteri sebelumnya selalu disembunyikan, dianggap sebagai aib, diperlakukan sebagai berita pembawa kutuk atau malapetaka, adalah sebuah tindakan bersejarah, bermartabat dan akan dikenang semua anak-cucu bangsa Papua di pulau New Guinea.

    Pengakuan atas situasi real di atas tanah leluhur bangsa Papua menjadi pintu masuk, dan sekaligus pintu keluar bagi persoalan HAM dan perjuangan kemerdekaan bangas Papua di bagaian Barat pulau New Guinea yang telah melewati setengah abad ini. Menyusul pengakuan yang terhormat Peter O’Neill telah terjadi peristiwa-peristiwa yang kami bangsa Papu adi bagian barat menyebutnya sebagai “mujizat-mujizat” susulan, yang kami sebut sebagai perkembangan lanjutan sampai kepada Komunike MSG (Melanesian Spearhead Group) dan Resolusi PIF (Pacific Islands Forum), disusul dengan pembentukan ULMWP (United Liberation Movement for West Papua) dan PICWP (Pacific Islands Coalition for West Papua).

    Hal kedua yang saya, Gen. Mathias Wenda sebagai orang tua catat adalah langkah yang terhormat O’Neill untuk menerapkan “politics of engagement”, bukan “politics of blame” atau “politics of pointing fingers”. “Politics of engagements” adalah pendekatan politik mutakhir, yang diterapkan oleh banyak pemimpin modern,  yang telah banyak membawa manfaat stabilitas kawasan dan kedamaian hidup.

    Kami sebagai orang tua, yang memegang komando perjuangan kemerdekaan West Papua telah menekan dan memerintahkan kepada seluruh pejuang Papua Merdeka, atau perjuangan saya politik Papua Merdeka supaya mengikuti dan menindak-lanjuti pendekatan yang telah dengan jelas-jelas ditunjukkan oleh PM Peter O’Neill selama ini. Kami juga berdoa agar anak-anak pejuang Papua Merdeka akan mengikuti langkah PM O’Neill di masa lima tahun mendatang.

    Tindakan gertak sambal, ancam-mengancam, emosional dan saling menuduh adalah cara-cara berkomunikasi nenek-moyang kita, yang kita juga warisi saat ini. Tetapi dalma konteks peta politik global dan kawasan, kita perlu dengan arif belajar dari peraban modern dalam cara kita berkomunikasi dan melakukan dialgoue. Langkah O’Neil’ akan terus kami dukung, sampai Papua Merdeka, berdaulat di luar NKRI.

    Yang ketiga, selain mengikuti trend diplomasi dan politik modern, PM O’Neill selama ini mengedepankan kearifan lolak milik bangsa Papua, menggunakan pendekatan komunikasi dan komunikasi, yang dikenal di budaya Melayu sebagai Musyawarah untuk Mufakat. Saya harus akui, slogan “musyawarah untu mufakat” hanya ada dalam istilah dan kata-kata di Indonesia, akan tetapi hal ini nyata dan dipraktekkan oleh yang terhormat Peter O’Neill sendiri selama ini dan disaksikan oleh sekalian manusia di dunia.

    Dalam surat ini, Gen. Wenda juga menyampaikan terimakasih kepada Peter O’Neill yang telah memberikan hak kepada bangsanya sendiri dari bagian barat pulaunya sendiri, untuk menjadi Warga Negarea Papua New Guinea. Sudah lama kita diberitahu oleh para penjajah bahwa orang West Papua itu pengungsi, orang asing, pendatang. Padahal kita semua tahu, bahwa semua orang pulau New Guinea ialah orang tuan-tanah di pulau ini. Padahal kita semua tahu bahwa para pendatang adalah orang Australia, orang Eropa, orang Melayu Indonesia dan Malysia, mereka itu pendatang, mereka itu mengungsi ke pulau kami untuk tebang-tebang kayu, gali-gali emas dan perak, bawa pergi semua kekayaan alam kami, menduduki tanah kami, menghabisi jumlah bangsa Papua, dan mengakhiri ras Melanesia.

    Perjuangan Papua Merdeka saat ini dilakukan lewat ULMWP sebagai wadah politik. Walaupun badan ini masih berstatus Non-Governmental Organisation, kami terus mendorong agar status organisasi ini kami tingkatkan menjadi Provinsional Government of West Papua, sehingga dalam diskusi dan diplomasi regional, ULMWP bisa terlibat secara bertanggungjawab dan bermartabat, dan dapat mengikuti langkah-langkah PNG dalam melakukan dialogue dengan NKRI.

    Kami laporkan dalam kesempatan ini tentang Peta Politik PAN Indonesia, atau disebut juga The Great Indonesia, yaitu sebuah wilayah mencakup Malaysia, Singapura, Brunei Darussalam, West Papua, Papua New Guinea dan Solomon Islands. Inilah yang mereka sebut sebagia “The Great Indonesia’ sebagaimana selalu dinyanyikan dalam National Anthem, “Great Indonesia”. Politik NKRi dan para politisi mereka tahu, Indonesia belum “Great” kalau seluruh pulau New Guinea belum dikuasai secara politik, ekonomi dan hukum.

    Mereka selalu mengatakan seperti ini,

    “If I can conquer occupy, , dominate, Papuans in West Papua and extract and take benefits of natural resources there, then what is the reason for anyone to suggest to me that I cannot do just the same in the whole Island?”

    Bukan itu saja, mereka juga sering katakan kepada pemimpin di Australia, Amerika dan Eropa dengan menunjuk jari kepada teman kami di Papua New Guinea seperti ini,

    “If PNG itself is failing in its national development, and becoming one of the poorest countries in the world, then what is the point giving the other half of the same island an independent status?. They are better off controlled by us, Australia shouldn’nt have gave them independent status in 1975. They are cannibals, they think and talk about wars and tribal battles better than thinking about running a modern nation-state”

    Tetapi semua pihak tahu, yang terhormat Pter O’Neill tahu, kami di West Papua semua tahu, perjuangan ini bukan kami lakukan karena mereka Melayu dan kami Melanesia. Sama sekali tidak! Perjuangan ini kami lakukan, pertama-tama karena

    “there is a sin committed by the Indonesians in running the so-called Act of Free Choice”. This is not just an error, it is a sin before God, Our Creator and Protector. They have lied to many parties involved in the act that all Papuans in West Papua chose to be happy with Indonesia. Which is a total lie.

    Oleh karena itu, pertanyaan kita generasi ini ialah, “Apakah kita harus membiarkan sebuah perbuatan dosa terhadap sebuah bangsa dan sebuah ras ini menjadi sesuatu yang sudah berlalu dan dibarkan supaya dilupakan begitu saja? Bagaimana dengan pengalaman teman-teman Aborigine yang telah diduduki selama berabad-abad lamanya? Pernahkan mereka lupakan? Bagaimana pengalaman teman-teman kami di Selandia Baru dan Amerika Utara?

    Bukan hanya dosa lama, setiap hari kita bangsa Papua terus berkurang jumlah, di satu sisi Indonesia setiap hari mengkampanyekan Keluarga Berencana untuk membatasi jumlah orang Papua di tanah leluhur kita, di sisi lain mereka bunuh orang Papua secara terbuka dan yang terhormat Peter O’Neill bisa dapat informasi pembunuhan orang Papua hampir setiap hari. Itu berita-berita pembunuhan terbuka, dengan peluru tajam, dilakukan oleh aparat tentara dan polisi NKRi, disaksikan oleh banyak orang, dirawat dan dimandikan mayat-mayat mereka di rumah sakit dan di lapangan terbuka.

    Yang terhormat PM Pter O’Neill juga telah baca banyak laporan hasil studi ilmiah yang menyebutkan penduduk Melanesia di bagian barat pulau New Guinea sudah akan punah dari tanah laluhurnya pada tahun 2030.

    Apakah ini belum berarti bahwa bangsa Papua di pulau New Guinea timur juga akan terkena imbasnya? Saya tahu, bahwa PM Peter O’Neill adalah diplomat ulung Melanesia saat ini, dan pasti akan mengambil langkah-langkah.

    Ada pepatah Melayu mengatakan begini, “Berani karena benar, takut karena salah”, artinya walaupun Indonesia mengancam bunuh kita, walaupun Indonesia meneror, walaupun Indonesia menekan, walau bagaimanapun, kalau kita benar, marilah kita berani.

    Selama lebih dari 40 tahun ini, pemimpin di pulau New Guinea secara keseluruhan hidup dalam ketakutan. Gerakan gertak sambal, tindakan teror telah membuat bangsa Papua dihantui oleh rasa takut kalau-kalau Indonesia bisa bunuh kita. Yang terhormat Peter O’Neill sudah jelas-jelas menunjukkan sikap ‘tidak takut’, karena benar.

    Kami dari Tentara Revolusi West Papua (West Papua Revolutionary Army) selalu berdoa dari hutan rimba New Guinea agar kiranya Tuhan melimpahkan akal budi, dan berkat, kekuatan dan kesehatan, untuk selalu menggali kearifan peninggalan nenek-moyang kita, dengan juga merangkul perkembangan yang terjadi belakangan ini dalam menyelesaikan masalah-masalah yang kita hadapi, dalam hidup kita ini.

    Apa yang akan kita jawab kepada anak-cucu kita nanti, kalau mereka bertanya kepada kita setelah kita mati, “Bapa/ Mama, apa yang telah kau lakukan untuk bangsamu, tanah leluhurnya, selama memagang kekuasaan yang dapat menentukan nasib bangsa dan tanah laluhur kami”, Apakah kami akan jawab, “Bapa/ Mama takut sama NKRI, Indonesia jahat dan kejam, bapa/ maka takut, jadi tidak bisa buat apa-apa?”

    Sejarah hidup ini tidak hanya berakhir setelah kita dikuburkan, kita akan melanjutkannya di alam baka. Pekerjaan yang telah kita mulai 5 tahun terakhir akna terus kita lanjutkan sampai West Papua benar-benar merdeka, berdaulat di luar NKRI.

    Saya sebagai Panglima Tertinggi Komando Revolusi WPRA, yang selama hampir 50 tahun bergerilya di hutan rimba New Guinea mengirimkan doa restu kepada mu Yang Mulia Perdana Menteri Papua New Guinea, Peter O’Neill dengan doa dan air mata, untuk terus berjuang untuk bangsamu dan tanah leluhurmu. Lupakan dan buang jauh-jauh batas-batas wilayah negara buatan para penjajah. Lihat dan baca kembali sejarah kehadiran dan keberadaan bangsa kami di pulau kami. Dan mereka akan datang dengan “Full Force” untuk mendorong dan menopangmu saat berarya dan melindungi-mu saat dibutuhkan. Ini hal yang nyata, pengalaman sehari-hari bagi saya, dan itu pasti juga menjadi pengalaman kita semua yang menentang kekuatan pendukung dan pemupuk terorisme terbesar sedunia, INDO-NESIA.

    Saya mau sampaikan sebuah realitas yang mutlak, bukan realias “bayangan” atau realitas “cita-cita”, yaitu bahwa “INDONESIA” itu sebagai sebuah bangsa, sebagai sebuah wilayah tanah leluhur dan sebagai sebuah realias sosial-politik TIDAK PERNAH ADA di dunia saat ini. Yang ada ialah sebuah “imagined society”. Sebaliknya, Melanesia dan New Guinea ialah sebuah realitas mutlak, sebuah kodrat, sebuah dunia citaan Allah Bapa di Surga. Apakah dengan mendukung Indonesia ciptaan para penjajah kita melanggar dunia ciptaan Tuhan. Apakah dengan menyebut orang Papua di West Papua sebagai orang Indonesia kita secara sadar dan terbuka melanggar hukum penciptaan Allah?

    Inonesia is not a final entity, it is just an “imagined community” as already stated many years ago many by Bennedict Anderson. We do not want to be scared of the imagined entity, a fictional nation-sate, a dream nation-state. Yes Indonesia is politically mapped in world political map, but Indonesia does not exist in God’s created map
