  • Unifikasi Kekuatan Militer Papua Merdeka setelah Unifikasi Kekuatan Politik dalam ULMWP

    Dengan berdirinya United Liberation Movement for West Papua (ULMWP), yang awalnya dirintis oleh dua orang tokoh Organisasi Papua Merdeka (OPM) Dr. OPM John Otto Ondowame dari Faksi Pembela Kebenaran (PEMKA) dan Senior OPM Andy Ayamiseba dari Faksi Marvic (TPN) sejak tahun 2001, didahului dengan pendirian West Papuan Peoples Representative Office (WPPRO), disusul dengan berbagai macam Deklarasi dan penandatanganan, antara lain Deklarasi Saralana tahun 2000 antara tokoh Politik Papua Merdeka Dortherys Hiyo Eluay dan Ketua OPM Faksi Marvic Seth J. Roemkorem dan beberapa rangkaian pertemuan antara utusan Gen. TPN/OPM Mathias Wenda dari Markas Pemka/ Marvic berastu di perbatasan West Papua/ PNG tahun 2004-1006.

    Kedua tokoh OPM, Dr. OPM J.O. Ondowame dan Senior OPM Andy Ayamiseba bersama rekan mereka Senior OPM Rex Rumakiek, bekerjasama dengan berbagai elemen masyarakat adat, terutama Dewan Musyawarah Masyarakat Adat Koteka (DeMMAK) telah membentuk West Papua National Coalition for Liberation (WPNCL).

    WPNCL kemudian mendaftarkan diri ke Melanesian Spearhead Group (MSG) di dalam KTT-nya di Noumea, Kanaky atas sponsor dana dan sponsor politik dari Perdana Menteri Vanuatu waktu itu, Joe Natuman.

    Vanuatu telah memberikan dukungan dana dan dukungan politik selama puluhan tahun. OPM telah menjadi fokus dukungan mereka. Tiga tokoh dan senior OPM: Dr. OPM J.O. Ondowame, Senior OPM Andy Ayamiseba dan Senior OPM Rex Rumakiek selama puluhan tahun telah disponsori oleh Vanuatu untuk mengkampanyekan Papua Merdeka.

    Masih atas dukungan Republik Vanuatu terhadap tiga tokoh OPM, Andy Ayamiseba, Otto Ondawame dan Rex Rumakiek, ditambah dukungan yang datang dari rimba oleh Gen. TPN/OPM Mathias Wenda, Gen. TPN/OPM Abumbakarak Wenda, Gen. TPN/OPM Nggoliar Tabuni, dan para petinggi militer di seluruh Tanah Papua, Joe Natuma telah memberanikan diri di dalam kapasitas dan kuasanya sebagai Perdana Menteri Vanuatu, meminta kepada para tokoh OPM untuk menyampaikan lamaran kepada MSG, untuk menjadi anggota MSG.

    Atas saran negara Vanuatu pula, maka telah dibentuk WPNCL, namun lamaran ini mengalami kegagalan karena ada kelompok organisasi Papua Merdeka yang memprotes.

    Tiga tokoh OPM bersama para gerilyawan dipaksa untuk kembali membangun kekuatan bersama, kali ini dengan memasukkan Parlemen Nasional West Papua (PNWP) dan Negara Federaral Republik Papua Barat (NRFPB).

    Dengan dana dari Negara Republik Vanuatu pula, ketiga tokoh OPM bersedia meninggalkan posisi dan kedudukan, dan mengundang semua elemen perjuangan Papua Merdeka, baik organisasi politik maupun militer untuk duduk bersama, membicarakan dan membentuk persatuan organisasi untuk perjuangan politik Papua Merdeka.

    Pada 7 Desember 2014, telah terbentuk sebuah wadah politik untuk Papua Merdeka, dibentuk oleh tokoh TPN/OPM, OPM dan DeMMAK yang telah terorganisir bersama tiga tokoh OPM dalam WPNCL, bersama PNWP dan NRFPB. Terbentuklah Organ perjuangan Papua Merdeka bernama “United Liberation Movement for West Papua (disingkat ULMWP).

    Hampir lima tahun lalu kita telah sukses menyatukan sayap politik perjuangan Papua Merdeka. Para tokoh OPM di dalam negeri maupun luar negeri, bersama tokoh NRFPB dan PNWP telah menyatakan membentuk ULMWP.

    Kini tinggal satu tugas organisatoris lagi, yaitu menyatukan kekuatan militer yang ada di Tanah Papua ke dalam satu garis komando, atau satu garis koordinasi.

    Jadi, ada dua skenario tersedia saat iin. Lewat Biro Militer dan Pertahanan ULMWP akan dibentuk sebuah organisasi sayap militer dengan nama baru, menyatukan semua perjuangan para gerilyawan di rimba New Guinea. Skenario pertama ialah menyatukan semua Panglima Perang dan Panglima Komando yang ada di Tanah Papua ke dalam satu struktur organisasi, satu nama sayap mliter, dan satu garis komando.

    Skenario kedua ialah membentuk sebuah Dewan Militer yang para anggotanya ialah para panglima dengan komando yang sudah ada pada saat ini, dan para anggota Dewan Militer dapat memilih Panglima Tertinggi Komando Revolusi sesuai dengan aturan yang telah ditetapkan.

    Baik skenario pertama maupun kedua tentu saja memiliki kelebihan dan kekuarangan. Yang terpenting ialah dunia melihat bahwa perjuangan Papua Merdeka semakin mengerucut, semakin menyatu dan semakin profesional. Tidka sporadis, tidak unpredictable, tidak banyak panglima dan komando.

    Kami berdoa kiranya Biro Pertahanan dan Keamanan ULMWP dapat menuntaskan pekerjaan ini dalam waktu sesingkat-singkatnya sehingga semua persoalan yang muncul dalam perjuangan ini tidak berputar-putar di satu tempat.

     

     

  • Bislama a language from early Vanuatu-China trade relations: Natuman

    Vanuatu’s national language, Bislama, is derived from Beche-de-Mer or sea cucumber, the trade of which commodity in the late 1800s signaled the start of trade relations between Vanuatu and China

    , Deputy Prime Minister and Minister for Tourism and Trade Joe Natuman told a recent Seminar on Cooperation and Exchange between China (Guangdong) and Vanuatu.

    He was speaking at the seminar hosted by the Guangdong University of Foreign Studies in Guangzhou two days after the DPM and his delegation of 13 MPs attended the opening of the Guangdong 21st Century Marine Silk Road International Expo in Dongguan, Guangdong Province’s second largest city. The same city is popular for hosting a different kind of Silkroad: Silkroad MMORPG annual tournaments (hosted through a Silkroad Private server), wherein the event sees thousands of ardent gamers.

    “Vanuatu and China have had a long fruitful relation dating back a number of years”, he said adding: “It is important that we are holding this forum at the time when you are holding the International Expo on the Maritime Silk Road initiative that will aim to increase trade relations between our two countries.”

    “The Chinese people and the people of Vanuatu have had a long relationship with each other,” Natuman added saying: “At the time when the Europeans were coming to the Pacific to trade in the late 1800s, the Chinese were also involved in the trade in the Pacific.”

    “In fact when the British imported Chinese tea, the Chinese would not accept the British Pound or British money. So, the British had to look for something to trade with for the tea, and they looked for sandalwood and Vanuatu had lots of sandalwood.

    “In fact one of our Members of Parliament in this delegation (UMP MP Tomker Netvunei) comes from Erromango and his island has lots of sandalwood. The British got the sandalwood from Vanuatu, came to China, exchanged the sandalwood and took the tea to England. That was our first trade contact,” the Deputy Prime Minister, a history/politics graduate told the seminar.

    “Later on we had lots of Chinese investors and traders in the marine sector. They came to trade in beche-de-mer or sea cucumber. In Vanuatu we don’t eat sea cucumber but in China I believe you like sea cucumber and the Chinese came to our islands because we have lots of sea cucumber.

    “That’s how we started trading. And in fact our national language, the lingua franca of Vanuatu, which in Papua New Guinea is called Tok Pisin – a broken English, in the Solomon Islands is called Pidgin English, and in Vanuatu the name was changed. It’s called Bishlamer or Bislama,” Natuman continued.

    “The language is derived from beche-de-mer trading. The local people could not speak Chinese, they could not speak English and they could not speak the many ni-Vanuatu languages, so they came up with this language to communicate, they call Bishlamer or Bislama. Today it is our national language.”

    “That is the history of our first trading experiences that have linked Vanuatu and China to this day.

    “In the early 1900s we were colonized by two colonial powers – Britain and France, and Britain because of their interests in China through Hong Kong, when they colonized us, they brought Chinese from Hong Kong and South China to work in housekeeping, in the kitchen to cook their food and other such tasks.

    “In Vanuatu we call them as people from Canton or Cantonese.

    “The British allowed them to set up their own businesses and they set up a China town part of Port Vila which remains to this day. Many generations of these Chinese have become very successful and are doing businesses in Vanuatu today and they invest overseas.”

    In 1982, after our independence, Vanuatu and China established diplomatic ties and Vanuatu is keen to look at ways to tap into China’s latest international trade initiative, the Maritime Silk Road.

  • Melanesians’ support for West Papua strong – Natuman

    Vanuatu’s deputy prime minister says the strong support for West Papuans among the people of Melanesia should eventually translate to a co-ordinated regional response.

    Joe Natuman admits there are differences of approach on Papua among member governments of the Melanesian Spearhead Group about the bid for full membership by the United Liberation Movement for West Papua.

    Mr Natuman said there’s been a lot of lobbying of members by Indonesia’s government, with announcements of assistance to regional governments.

    But he said people in Melanesia are firmly in support for helping Papua.

    “The population in Melanesia, so far they have been very vocal. Before it was only Vanuatu, but now Solomons, PNG and Fiji. The Churches are involved, the chiefs are involved, the general populace are involved. And I sure that eventually they’ll force their attitude regarding human rights, and self-determination and independence in West Papua.”

    Mr Natuman conceded that the MSG has been a bit compromised due to is budgetary shortfalls, forcing it seek more funding for its operations but he doesn’t think Indonesia’s promises of help are genuine.

  • West Papuans sold out for ’30 pieces of silver’, says Natuman

    Vanuatu’s Deputy Prime Minister Joe Natuman believes other people are trying to use the Melanesian Spearhead Group (MSG) to drive their own agendas, saying it is similar to Jesus Christ who was betrayed and sold for 30 pieces of silver.

    The United Liberation Movement for West Papua (ULMWP) was not admitted as full member of the Melanesian Spearhead Group during the Special MSG summit in Honiara, Solomon Islands, last week.

    “Our Prime Minister was the only one talking in support of full membership for West Papua in the MSG, the Solomon Islands Prime Minister couldn’t say very much because he is the chairman,” the veteran politician told Buzz FM 96’s Coffee and Controversy host Mark O’Brien.

    “Prime Minister Charlot Salwai was the only one defending Melanesians and the history of Melanesian people in the recent MSG meeting in Honiara.

    “The MSG, I must repeat, the MSG, which I was a pioneer in setting up, was established for the protection of the identity of the Melanesian people, the promotion of their culture and defending their rights. Right to self determination, right to land and right to their resources.

    “Now it appears other people are trying to use the MSG to drive their own agendas and I am sorry but I will insist that MSG is being bought by others.

    “It is just like Jesus Christ who was bought for 30 pieces of silver. This is what is happening in the MSG. I am very upset about this and we need to correct this issue.

    “Because if our friends in Fiji and Papua New Guinea have a different agenda, we need to sit down and talk very seriously about what is happening within the organisation.

    ‘It is being bought’

    “And I am sorry but I will insist that MSG is being bought by others.”

    Asked what transpired at the Honiara Summit, Natuman said that according to the Prime minister’s briefing on his return there were some misunderstandings on what happened in the Officials’ Meeting and the Foreign Ministers meeting.

    “What happened was that they presented to the Summit Leaders something which apparently was not discussed at the officers level so this was the problem,” he explained.

    “The issue of membership was supposed to be presented to the Leaders.

    “Instead, they presented the leaders with a list of criteria for membership.

    “This criteria was whether or not organisations or liberation movements should be considered for full membership.

    “Finally, our prime minister was the only one talking in support of West Papua membership, the Solomon Islands Prime Minister couldn’t say very much because he is the chairman.”

    New Caledonia contrast

    On the issue of New Caledonia, Natuman said: “People are now saying we should not be interfering with Indonesia’s sovereignty. But what about New Caledonia? France has held onto New Caledonia.

    “In the 1990s, we insisted that New Caledonia was a colonial possession of France, therefore we have the right to intervene .

    “And we intervened. Firstly, we asked the people of New Caledonia to form an umbrella grouping, or political parties to support their cause. So they established the FLNKS at Vanuatu’s request.

    “Through that means we [have] promoted their issues to the Forum and eventually they were listed in the UN’s listing of colonial territories.

    “We have to assist them to get independence, same as [with] West Papua.

    “West Papua was forcibly annexed by Indonesia and brutally overthrown. They were in the process of getting their independence in the early 1960s.

    “West Papua is very rich in resources, gold, copper and forests thus a lot of Western capitalists were interested in that.

    ‘We must interfere’

    “Now they say we cannot interfere. No, we must interfere. Melanesians are being killed by Asians, we have to interfere.”

    The Deputy Prime Minister was part of the panel in yesterday’s 96Buzz FM’s Coffee and Controversy show at the Lava Lounge, which also featured Glen Craig, from Pacific Advisory, and Job Dalesa, who is on the West Papua Reunification Committee.

    When asked his opinion on whether MSG has “lost its way” as implied by the DPM, Dalsesa replied: ”I certainly think so, West Papua has a lot of enemies. A lot of people are fighting over this area because of its resources, and by fighting you can do a lot of things, including buying another country and I think this is what they are doing.

    “The divide-and-rule tactic is a common tactic that has been used for a long time.”

    Yesterday’s show revolved around foreign policy, MSG and the South China Sea dispute.
