    WASHINGTON, SATUHARAPAN.COM – Secara resmi Donald Trump, mengangkat sumpah jabatan sebagai presiden ke-45 Amerika Serikat di depan Gedung Capitol, Washington, AS, hari Jumat (20/1)  waktu Washington DC, atau hari Sabtu (21/1) pukul 00:00 WIB.

    Hakim Agung John J Roberts Jr. bertindak sebagai pemandu pembacaan sumpah Presiden ke-45 yang dikenal kontroversial namun tetap religius. Trump bersumpah dengan mengangkat tangan kanan dan tangan kirinya diletakkan pada Alkitab masa kecilnya, yang diletakkan di atas Alkitab Abraham Lincoln. Sementara istrinya, Melania Trump, memegangi kedua Alkitab tersebut.

    “Saya, Donald John Trump, bersumpah bahwa saya akan menjalankan jabatan saya sebagai presiden Amerika Serikat, dan dengan seluruh kemampuan saya melestarikan, melindungi, dan mempertahankan konstitusi Amerika Serikat. Tuhan tolonglah saya. (I Donald J Trump do solemnly swear that I will faithfully execute the office of President of the United States and will to the best of my ability preserve, protect and defend the constitution of the United States, so help me God),” kata Trump dihadapan rakyat AS yang hadir dan  disiarkan langsung oleh media internasional.

    Trump menyampaikan pidato sesaat setelah dilantik dengan penekanan pada kembalinya kekuasaan kepada rakyat dan kepentingan AS nomor satu. Dengan gayanya yang khas, dengan tangan yang tidak pernah diam saat ia berbicara, Donald Trump menegaskan bahwa hari-hari mendatang adalah hari-hari yang berbeda bagi rakyat AS.

    Dalam waktu kurang lebih 16 menit 30 detik Trump berpidato, sekira pada menit 12:00 dia mengutip ayat alkitab Mazmur 133:1 dari versi baru internasional (New International Version). Ayat itu merupakan nyanyian ziarah Daud mengenai persaudaran yang rukun, “A song of ascents. Of David. How good and pleasant it is when God’s people live together in unity.”

    Dalam cetakan Lembaga Alkitab Indonesia, Mazmur 133:1 berbunyi, “Nyanyian ziarah Daud. Sungguh, alangkah baiknya dan indahnya, apabila saudara-saudara diam bersama dengan rukun.”

    Sebelum mengutip nyanyian Daud, Trump menyatakan bahwa dalam landasan politiknya akan menjadi seorang yang setia total pada Amerika Serikat, dan melalui kesetiaan kepada negara maka akan ditemukan kembali kesetiaan pada satu sama lain.

    “Ketika Anda membuka hati Anda untuk patriotisme, tidak ada ruang untuk prasangka,” katanya.

    Kemudian Trump mengutip Alkitab, yang mengatakan,”seberapa baik dan menyenangkan itu adalah ketika umat Allah hidup bersama dalam kesatuan (how good and pleasant it is when God’s people live together in unity).

  • Sogavare: Para pemimpin MSG wajib hasilkan keputusan positif

    Jayapura, Jubi – Perdana Menteri Manasseh Sogavare melakukan tur ke Vanuatu, Fiji dan PNG dalam rangka membangun konsensus dengan para pemimpin Melanesia lainnya terkait sejumlah isu penting dengan cara dialog dan persaudaraan Melanesia.

    Menurutnya, dalam rilis yang dikeluarkan kantor Perdana Menteri Selasa (17/1/2017), tur tersebut menyusul pertemuan tingkat menteri Desember lalu di Port Vila, tur tersebut untuk membicarakan dua isu penting dengan para pemimpin MSG.

    Isu pertama adalah restrukturisasi sekretariat MSG di Port Vila agar memastikan kesesuaiannya dengan prioritas-prioritas anggota MSG serta memberikan layanan mendesak pada warga MSG. Isu selanjutnya adalah Pedoman Keanggotaan.

    Akhir tahun lalu pihak-pihak yang mendukung keanggotaan penuh ULMWP di MSG, seperti Pastor Allan Nafuki, Ketua Asosiasi  Free West Papua Vanuatu (VFWPA) mengaku kecewa karena para pemimpin MSG tidak memenuhi janji mereka mendorong keanggotaan penuh ULMWP pada di Port Vila akhir Desember lalu.

    Sebelumnya, Nafuki pernah menyatakan Manasseh Sogavare mengatakan pada dirinya dengan maupun tanpa kehadiran PNG dan Fiji, KTT MSG Desember lalu akan tetap dilangsungkan dan menjamin masuknya ULMWP menjadi anggota penuh MSG.

    Namun seperti diketahui, KTT para pemimpin yang berhak memutuskan status keanggotaan ternyata urung terjadi, dan pertemuan sebatas para menteri luar negeri anggota-anggota MSG membicarakan pedoman keanggotaan baru yang dibuat agar lebih berkesesuaian dengan prinsip-prinsip dasar Kemelanesiaan. Pedoman tersebut rencananya akan ditetapkan pada pertemuan KTT para pemimpin MSG yang hingga saat ini belum ditetapkan tanggal pelaksanaanya.

    Tur Sogavare yang sedang berlangsung ke tiga negara anggota MSG tersebut hendak mendorong agar Pedoman Keanggotaan dan Aplikasi atas Keanggotaan Baru mendapat persetujuan.

    “Kehendak saya semata-mata untuk memastikan agar Pedoman ini segera disetujui oleh para Pemimpin,” ujar Sogavare sambil mengingat kunjungan pertamanya yang berdampak positif dalam mendorong kesepemahaman terkait isu-isu di wilayah itu.

    “Tujuan saya ingin mendorong dialog yang lebih sering antar pemimpin sehingga kita dapat membangun konsensus dan kesepemahaman terkait isu-isu penting di wilayah kita. Para pemimpin juga punya tanggung jawab lebih besar untuk pastikan keputusan-keputusan berdampak positif pada kehidupan warganya,” kata dia.

    Sogavare mengapresiasi sambutan Perdana Menteri Vanuatu kepada delegasinya sejak tiba di Port Vila Minggu malam lalu. Pertemuan dengan Charlot Salwai dan juru bicara FLNKS Victor Tutugoro berlangsung Selasa.

    Menurutnya kedua pemimpin beserta dirinya akan membangun level interaksi yang lebih erat dengan Perdana Menteri Fiji Bainimarama Jumat (20/1) dan Perdana Menteri PNG Peter O’Neill akhir Februari nanti.

    Oleh sebab itu, delegasi Kepulauan Solomon dan Perdana Menteri Sogavare akan kembali ke Honiara, Kepulauan Solomon Minggu (22/1). Pertemuan dengan Peter O’Neil dipindah ke bulan Februari.

    Ketua MSG akan membuat pernyataan hasil diskusinya dengan rekan-rekan MSG selama kunjungan putaran kedua, khususnya setelah menyelesaikan tur ke Port Moresby bulan depan. (*)

    Jayapura, Jubi  – Ketua Melanesia Spearhead Group (MSG), Perdana Menteri Kepulauan Solomon Manasseh Sogavare memulai turnya ke Ibukota negara-negara anggota MSG, Jumat (13/1/2017).

    Dilansir RNZI (13/1) Tur ini dilakukan Sogavare setelah gagalnya penyelenggaraan KTT para pemimpin MSG tahun lalu akibat perbedaan pandang bagaimana memposisikan diri terhadap isu West Papua.

    Bulan lalu, beberapa menteri luar negeri negara-negara MSG bertemu di Port Vila dan membuat rekomendasi keanggotaan MSG, namun Frank Bainimarama , Perdana Menteri Fiji tidak hadir.

    Kepulauan  Solomon dan Vanuatu selama ini yang terus membuka diri mengakomodir keanggotaan penuh West Papua di MSG sementara Fiji dan PNG menolaknya.

    Indonesia yang menganggap West Papua adalah bagian Melanesia dari NKRI, sebagai anggota asosiasi berkeinginan mencegah ULMWP mendapatkan keanggotaan penuh di MSG.

    Sogavare dijadwalkan bertemua Charlot Salwai, kolega politiknya di Port Vila serta juru bicara gerakan FLNKS Kaledonia Baru, Victor Tutugoro. DIa kemudian bertolak ke ke Suva, Fiji dan Port Moresby, PNG.

    Menurut informasi kantor Perdana Menteri Kepulauan Solomon, melalui tur tersebut Sogavare juga akan mengajukan Revisi Kriteria status Keanggotaan Observer, Keanggotaan Associate dan Pedoman baru MSG kepada para pemimpin tersebut.

    Perdana Menteri bersama delapan anggota delegasinya, termasuk sekretaris MSG, pejabat kementerian luar negeri dan perdagangan serta anggota kepolisian khusus akan kembali ke Honiara 26 Januari mendatang.(*)

  • Indonesian minister says Melbourne protester’s actions ‘intolerable’

    The Guardian – Indonesia’s foreign minister has urged Australian authorities to act against a trespassing protester who climbed on to the roof of the consulate-general in Melbourne and displayed a West Papuan flag.

    A video of Friday’s protest shows a man scaling a wall to enter the consulate and climb on the roof to show the flag before climbing down again.

    In a statement on Saturday, Indonesia’s foreign minister, Retno Marsudi, said Australian authorities must complete investigations and legally process the “crime perpetrator”, describing the intrusion as “absolutely intolerable”.

    “Australia has the obligation and responsibility to immediately process this lawfully and to ensure the security of all Indonesian missions in Australia,” she said.

    The minister said she had been in touch with the Australian foreign minister, Julie Bishop, on Saturday to ensure the incident was being investigated and legal process followed.

    Victoria police said in a statement they were assisting the Australian federal police following the incident.

    Last week, Indonesia temporarily suspended military ties with Australia in a spat over teaching materials at a Perth army base that included reference to the independence movement in West Papua, a sensitive topic for the Indonesian military.

  • Indonesia backs down in military rift with Australia over ‘insult’

    Indonesia has appeared to back down from a decision to suspend all military cooperation with Australia in a row over teaching materials, with a senior minister saying only language training had been put on hold.

    The Indonesian military – apparently without consulting the civilian government – had on Wednesday moved to suspend all military cooperation after a special forces commander was offended by material he saw at a Perth military base which insulted Indonesia’s founding ideology and promoted independence for the Indonesian province West Papua.

    But following the military’s announcement, leaders of both Australia and Indonesia publicly insisted ties were strong before Indonesian security minister Wiranto announced on Thursday he was giving a “clarification”.

    The military “has temporarily suspended cooperation in language training,” Wiranto said, adding it was due to “a small incident that has offended our dignity as a nation”.

    But he said Indonesia was not “completely stopping all cooperation”, contradicting the earlier military statement. Indonesian and Australian forces cooperate on a range of issues from border protection to counter-terrorism.

    “The suspension is temporary and will be resumed after Australia clearly takes measures to resolve the matter,” he added.

    Australia’s defence minister, Marise Payne, had earlier insisted the broader relationship remained healthy and that she expected to be able to resume full cooperation with Indonesia’s TNI.

    “The Australian army has looked into the serious concerns that were raised and the investigation into the incident is being finalised,” she said earlier in the day.

    “Australia is committed to building a strong defence relationship with Indonesia, including through cooperation in training. We will work with Indonesia to restore full cooperation as soon as possible.”

    She said on ABC radio the rift had not threatened Indonesia’s cooperation with Australia’s policy of turning back asylum seeker boats.

    Payne conceded her first attempt to contact Indonesia’s defence minister about the suspension of military ties was not made until this week, despite knowing about the dispute in November.

    Indonesia’s defence minister, Ryamizard Ryacudu, also earlier played down the suspension saying the broader relationship with Australia was “fine” and that Indonesia “should not overreact”.

    The suspension was a military, not a political, decision, he said, and the officer who initially raised the concerns had been reprimanded.

    “It was all the doings of some lieutenants,” he said. “They have been reprimanded and punished. Don’t let actions of some low-ranking ­officers affect relations of two countries. That’s not good.”

    A spokesman for the Indonesian president, Joko Widodo, said: “This was not a decision of the president.”

    Ryacudu was quoted as using the Indonesian word “curut” to describe the officers, the literal translation for which is shrew or mouse, but which is used to disparage a subordinate as insignificant.

    Indonesia’s special forces group, Kopassus, trains with the Australia’s Special Air Service troops at the SAS base at Campbell barracks in Perth, and Guardian Australia understands an instructor from Kopassus felt insulted by material on display at the training base in November.

    It is believed the Kopassus officer was initially offended by propaganda material about West Papua, a province of Indonesia in which a long-running campaign for independence, and allegations of systemic human rights abuses by the military, are of extreme sensitivity. Senior former military leaders were also insulted as murderers and criminals.

    The officer also reportedly saw a laminated piece of paper that ridiculed Indonesia’s founding ideology “pancasila” – which translates as “five principles” – as “panca-gila”. Gila, in Bahasa Indonesia, means crazy.

    But broader issues within the Australia-Indonesia relationship have been brought into the open by the spat, with Australia also been forced to deny it has tried to recruit Indonesian military personnel as spies, despite claims by Indonesia’s military chief, general Gatot Nurmantyo. .

     

    In a speech in November and revealed by the ABC this week, Nurmantyo claimed Australia had sought to recruit Indonesia’s best and brightest as sources.

    “Every time there is a training program – like recently – the best five or 10 students would be sent to Australia,” he said, according to a translation of his

     

    “That happened before I was chief so I let that happen. Once I became chief commander of the national forces, it did not happen again … They will certainly be recruited, they will certainly be recruited.”

    Again, the contentious issue of West Papuan independence was raised as a major concern.

    Payne denied Australia has tried to influence or recruit Indonesian officers for intelligence activities or spying: “That is not the case and it is something which we would not countenance, of course.”

    She told ABC radio she had communicated with Ryacudu on number of matters in December and the issue was not raised by him.

    The Australian government is understood to have been surprised by the timing of the announcement of the military suspension, as it believed the issue was being managed and its investigation coming to a conclusion.

    Indonesia and Australia’s military relationship has improved in recent years, after an at-times troubled history.

    The Lombok treaty commits both countries to cooperating in defence, combating transnational crime, counter-terrorism and intelligence-sharing. Australia has sold military hardware to Indonesia and defence and foreign ministers meet regularly.

    But relations were shaken in 2013 – and military cooperation suspended – when it was revealed the Australian Signals Directorate attempted to monitor the phone calls of the then president, Susilo Bambang Yudhoyono, his wife and senior officials.

    JAKARTA, KOMPAS.com – Pemerintah Indonesia melalui Kementerian Luar Negeri mengecam keras tindakan pengibaran bendera Papua Merdeka, Bintang Kejora, di Kantor Konsulat Jenderal RI (KJRI) di Melbourne, Australia, Jumat (6/1/2017), sekitar pukul 12.52 waktu setempat.

    Juru Bicara Kementerian Luar Negeri Arrmanatha Nasir mengatakan, Pemerintah Australia memiliki tanggung jawab untuk melindungi perwakilan diplomatik dan konsuler yang ada di Australia.

    Hal itu sesuai dengan Konvensi Wina thn 1961 dan 1963 mengenai hubungan diplomatik dan konsuler.

    “Pemerintah mengingatkan bahwa menjadi tanggung jawab Pemerintah Australia melindungi perwakilan diplomatik. Untuk itu Pemerintah RI meminta kepada.Pemerintah Australia untuk memastikan dan meningkatkan perlindungan terhadap semua properti diplomatik dan konsuler Indonesia,” ujar Arrmanatha saat dihubungi, Jumat (6/1/2017).

    Arrmanatha mengatakan, peristiwa pengibaran tersebut terjadi pada sekitar pukul 12.52 siang, saat sebagian besar staff KJRI sedang melakukan ibadah Sholat Jumat.

    Pelaku menerobos halaman gedung apartemen tetangga KJRI sebelum memanjat pagar tembok KJRI yang tingginya lebih dari 2.5 meter.

    Atas peristiwa itu, Indonesia telah menyampaikan protes ke Pemerintah Australia dan meminta agar pelaku segera ditangkap.

    “Pemerintah RI telah menyampaikan protes ke Pemerintah Australia dan meminta agar pelaku segera ditangkap dan dihukum secara tegas sesuai hukum yang berlaku,” kata dia.

    Jakarta, Jubi – Wakil Ketua Badan Kerja sama Antar-Parlemen DPR RI Rofi Munawar meminta otoritas resmi Australia menindak pelaku penerobosan ke Konsulat Jenderal Republik Indonesia di Melbourne, yang mengibarkan bendera Bintang Kejora pada Jumat (6/1/2017).

    “Peristiwa ini memberikan pesan kepada Pemerintah Indonesia, adanya upaya Kelompok-kelompok di Australia yang berusaha melakukan proses internasionalisasi isu Papua secara massif dan terencana,” kata Rofi di Jakarta, Minggu (8/1/2017).

    Dia menjelaskan tindakan penerobosan yang dilakukan tersebut merupakan pelanggaran terhadap kedaulatan Indonesia.

    Menurut dia, sebagai bukti adanya hubungan baik dengan Indonesia, maka semestinya Australia menindak tegas pelaku penerobosan pada kantor perwakilan politik Indonesia yang ada di negara tersebut.

    “Kejadian ini menambah rentetan peristiwa internasionalisasi isu Papua oleh pihak-pihak tertentu. Sehingga, hal ini harus menjadi perhatian serius pemerintah,” ujarnya.

    Politikus PKS itu menilai, proses identifikasi isu-isu Papua harus ditempatkan secara proporsional dan dikomunikasikan secara massif dan intensif kepada masyarakat internasional.

    Hal itu menurut dia untuk menghadirkan perimbangan Informasi dan penguatan diplomasi Indonesia.

    Sebelumnya, Pemerintah Indonesia mengecam keras tindakan kriminal yang menerobos dan mengibarkan bendera Organisasi Papua Merdeka, di dalam kompleks Konsulat Jenderal Indonesia di Melbourne, Australia pada Jumat pekan lalu.

    Juru Bicara Kementerian Luar Negeri, Arrmanatha Nasir melalui pernyataan pers, di Jakarta, Sabtu, menyampaikan pemerintah telah mengirimkan protes kepada pemerintah Australia, serta meminta agar pelaku ditangkap dan dihukum dengan tegas sesuai hukum yang berlaku.

    Menurut informasi dari Konsulat Jenderal Indonesia di Melbourne, tindakan kriminal simpatisan kelompok separatis itu terjadi pada Jumat, sekitar pukul 12.50 waktu setempat, saat sebagian besar staf di perwakilan resmi Indonesia itu tengah melakukan ibadah Shalat Jumat.

    Pelaku menerobos gedung apartemen tetangga Konsulat Jenderal Indonesia di Melbourne, dan kemudian memanjat pagar tembok premis Indonesia itu, yang tingginya lebih dari 2,5 meter.

    Adalah kewajiban negara tuan rumah yang menghormati kedaulatan negara sahabat untuk wajib menjaga keamanan dan ketertiban di lingkungan sekitar presmis resmi negara yang membuka hubungan diplomatik dengan negara itu.

    Hal serupa selalu dilakukan Indonesia terhadap semua kompleks perwakilan resmi negara sahabat di Indonesia. Bahkan terdapat satuan khusus dari Kepolisian Indonesia yang juga ditugaskan untuk itu.

    Selain menyampaikan protes, pemerintah Indonesia juga mengingatkan tanggung jawab pemerintah Australia untuk melindungi perwakilan diplomatik dan konsuler yang berada di wilayah yuridiksinya, sesuai Konvensi Wina 1961 dan 1963 tentang Hubungan Diplomatik dan Konsuler.

    Karena itu, Nasir menambahkan, pemerintah Indonesia meminta otoritas Australia untuk memastikan dan meningkatkan perlindungan terhadap semua properti diplomatik dan konsuler RI.

    Selain itu di awal September 2016, perwakilan dari enam negara di Pasifik membahas kekhawatiran akan keadaan di Papua Barat dalam forum PBB.

    Dalam sesi ke-71 KTT PBB yang digelar 13 – 26 September itu, para pemimpin keenam negara tersebut mendesak respons PBB terhadap keadaan di Papua yang cenderung mendiskreditkan Indonesia.

    Keenam negara tersebut adalah Vanuatu, Kepulauan Solomon, Tonga, Nauru, Kepulauan Marshall, dan Tuvalu. (*)

  • MSG considers West Papua membership

    THE Melanesian Spearhead Group (MSG) is considering full membership by the United Liberation Movement for West Papua.Indonesia currently has associate member status with the MSG and is strongly opposed to West Papua being granted full membership.

    It is Indonesia’s view that West Papua already falls under their (Indonesian republic) representation in the MSG.

    Foreign Ministers of the MSG member countries met in Port Vila last week to discuss guidelines which relate to the bid by West Papua for membership in the group.

    Solomon Island’s foreign minister, Milner Tozaka, said the MSG leaders in July requested legal clarification on guidelines for membership.

    “So that request has been attended to appropriately by the legal people and they have made a recommendation to be used for the foreign ministers to look at and then we will recommend it to the leaders for endorsement,” he explained.

    Mr Tozaka confirmed that there won’t be a decision on the Liberation Movement’s application however he did say that they already have observer status.

    MSG countries that have shown their support for the Liberation Movements full membership include Vanuatu, Solomon Islands and the FLNKS Kanaks movement.

    Papua New Guinea and Fiji, have however leaned towards the Indonesian side on this issue.

    Vanuatu’s Prime Minister, Charlot Salwai, said his country’s foreign policy remained firm that Vanuatu is not completely free of colonial bondage until all of Melanesia is free.
